Client Rights and Provider Oversight

Transparency, Oversight, and Your Rights as a Client

Official Pets is committed to transparency, consumer awareness, and compliance with applicable federal and state laws. This page explains your rights, how clinical services are provided, and how regulatory oversight works.

Independent Healthcare Providers

Official Pets connects individuals with independent, state-licensed healthcare providers who conduct mental-health evaluations within the scope of their professional licensure.

  • Providers are not employees, contractors, or agents of Official Pets
  • Providers independently determine whether an evaluation is clinically appropriate and whether documentation may be issued
  • Official Pets does not direct, influence, or control clinical judgment or outcomes

Access to Your Health Records

You have the right to request a copy of your health records.

  • Clinical records are created, maintained, and controlled solely by your Provider
  • Official Pets does not access, store, or control clinical records
  • Instructions for requesting records are available directly from your Provider upon request

Requests for records are handled in accordance with applicable state and federal law. Record access rights and timelines may vary by jurisdiction.

Licensing and Regulatory Oversight

Each Provider:

  • Is licensed in the state where services are provided
  • Is regulated by the applicable state licensing authority
  • Is subject to professional standards, ethical rules, and disciplinary oversight

If you have questions regarding a Provider’s licensure or scope of practice, you may contact the appropriate state licensing board.

Filing a Complaint

If you have concerns regarding professional conduct or your rights, you may file a complaint with the appropriate authority, including:

  • The applicable state licensing board that regulates your Provider, for concerns related to professional conduct, licensure, or scope of practice
  • The U.S. Department of Health and Human Services (HHS), Office for Civil Rights (OCR), for concerns related to privacy, confidentiality, or potential HIPAA violations involving your Provider

You will not be penalized or retaliated against for filing a complaint.

Privacy and Confidentiality

  • Providers are responsible for maintaining confidentiality in accordance with HIPAA and applicable state laws
  • Official Pets does not receive or control protected health information except as permitted by law for limited administrative purposes
  • Privacy practices are governed by the Provider’s Notice of Privacy Practices (NPP)

No Guarantee of Documentation

  • An evaluation does not guarantee that documentation will be issued
  • Documentation may only be issued when clinically appropriate, as determined by the Provider
  • Official Pets does not sell, pre-approve, or guarantee any medical or mental-health documentation

Not Emergency or Crisis Services

Evaluations arranged through Official Pets are not emergency or crisis services. If you are experiencing a medical or mental-health emergency, call 911 or 988 immediately.
